Meeting in Doha, Qatar, the Contact Group on Libya, a pilot policy of international intervention in this country, announced April 13 the creation of a financial fund to help the rebellion. The group said that only a departure of Colonel Muammar Gaddafi could end the current crisis, stressing the need to provide the rebels take eastern Libya the means to defend themselves, without explicitly stating that military equipment could be part of such resources.
