Civilian casualties: victims of the insurgency?

A total of 2,777 civilians died in Afghanistan last year, according to United Nations and the Independent Human Rights Commission of Afghanistan. Of the 2,777 who died, three quarters are attributable to the insurgency. That is, a total of 2,080 deaths. For their part, international and Afghan troops killed 440 civilians.
